2019 UCIP Constitution

All-
UCIP has put forth an amended, streamlined constitution. Please read it below and send an email to Skippy (skippy@ucip.org) with your vote ("Yea" or Nay") by May 9th. Please sign with your UCIP character name(s) and sim(s).
The old 2014 Constitution requires all UCIP memebers to review and vote upon any amendmends, which this falls under.

Motion: The 2014 UCIP Constitution is to be immediately replaced by the 2019 UCIP Constitution as drafted by President Charles Star. Furthermore, the 2019 UCIP Constitution shall supersede all prior notices, policies, and orders not in compliance.
This motion passes when both the 2014 Constitution amendment and 2019 Constitution adoption requirements are met:
2014: 2/3 vote of members casting ballots
2019: 2/3 vote of all sim COs & Presidential concurrence

UCIP Constitution 2019
Article I: Purpose
A. The primary mission of UCIP is to provide fans, writers, and role players with quality Star Trek online simulations.
B. All ancillary operations of UCIP shall support the primary mission.
C. This Constitution shall be approved or amended only by at least a 2/3 vote of all UCIP simulation hosts (of the combined canon and non-canon simulation bodies) and the concurrence of the UCIP President.
Article II: Office of the President
A. The President of UCIP shall be selected by the body of UCIP simulation hosts (combined canon and non-canon) in a first-past-the-post election to be held every odd year in August. Each host may cast one ballot. In the event of a tie, an additional election under the same terms, to include only the tied leaders, shall be held as soon as possible. If necessary, this process shall be repeated until there is a single winner. The President's term shall run from September 1st of the year selected through August 31st of the year of the next election for a total of two years. There are no term limits for the President.
B. The President shall hold no military rank.
C. The President shall be responsible for all operations and finances of UCIP.
D. The President may create additional programs and offices in accordance with Article I.
E. The President may launch and alter simulations.
F. The President, along with the Fleet Services Officer, shall ensure adherence to this Constitution.
G. Should the President resign, he or she shall name an Interim President to serve until the next regularly scheduled election. In the absence of an interim selection, the Chief of Staff shall become the Interim President until the next regularly scheduled election.
H. Should the President die, become incapacitated, go missing, or otherwise be unable to perform his or her duties, the Chief of Staff shall become the Interim President until the next regularly scheduled election. This shall only be enacted upon a unanimous vote of the Chief of Staff, Chief of Operations, Chief of Independent Simulations, and Fleet Services Officer.
Article III: Office of the Chief of Staff
A. The Chief of Staff of UCIP shall be selected by and serve at the pleasure of the UCIP President.
B. The Chief of Staff shall hold the rank of Admiral (O-10).
C. The Chief of Staff shall be responsible for all UCIP non-simming operations.
D. The Chief of Staff may create additional programs and offices in accordance with Article I. He or she may not promote anyone above the rank of Vice Admiral (O-9).
Article IV: Office of the Chief of Operations
A. The Chief of Operations of UCIP shall be selected by and serve at the pleasure of the UCIP President.
B. The Chief of Operations shall hold the rank of Fleet Admiral (O-11).
C. The Chief of Operations shall be responsible for all UCIP-canon simming operations.
D. The Chief of Operations may launch and alter UCIP-canon simulations. He or she may decommission UCIP-canon sims with the concurrence of the President.
E. The Chief of Operations may create additional offices in accordance with Article I. He or she may not promote anyone above the rank of Vice Admiral (O-9).
Article V: Office of the Chief of Independent Simulations
A. The Chief of Independent Simulations of UCIP shall be selected by and serve at the pleasure of the UCIP President.
B. The Chief of Independent Simulations shall hold the rank of Commodore (O-7). He or she must be an active UCIP non-canon simulation host. He or she shall be the first among equals of UCIP non-canon simulation hosts.
C. The Chief of Independent Simulations shall be responsible for all UCIP non-canon simming operations.
D. The Chief of Independent Simulations may launch UCIP non-canon simulations. He or she may alter or decommission UCIP non-canon simulations with the concurrence of the President.
E. He or she may not promote anyone above the rank of Captain (O-6)
Article VI: Office of the Fleet Services Officer
A. The Fleet Services Officer shall remain in office indefinitely or until he or she selects a replacement.
B. The Fleet Services Officer shall hold no military rank.
C. The Fleet Services Officer shall be responsible for maintaining and updating the UCIP website and all IT infrastructure.
D. The Fleet Services Officer shall run the biennial Presidential election.
E. The Fleet Services Officer, along with the President, shall ensure adherence to this Constitution.
F. The Fleet Services Officer shall hold the vote for approval of or amendment to this Constitution.
G. The Fleet Services Officer shall not serve concurrently as the President of UCIP.
Article VII: We are UCIP
